On Tuesday, 11/05/24, at approximately 8:51 PM, personnel from Troop K- Colchester responded to a residence on Center Street in Andover following the report of a male party peering through windows. Upon arrival, Troopers met with the female victim, who was receiving treatment from EMS personnel for a hand laceration.
The victim reported to Troopers on scene that she was bathing herself along with her one year old child. The victim explained that there is a window located within her shower, and while bathing had observed a male outside the window watching her. As the male's presence startled her, the victim explained that she slapped the window with an open palm, which shattered the glass and cut her hand. The victim reported that this caused the male to flee on foot. The victim reported that she recognized the male to be a neighbor and provided Troopers with a detailed description of his clothing at the time of the incident, to include the presence of lint on the jacket's exterior and a fur lined hood. Based upon this information, the investigating Trooper determined that they were familiar with the accused from previous incidents of the same nature. The accused was determined to be Joshua Gonsalves (DOB 09/19/90), of Andover.
Troopers attempted to make contact with Gonsalves at his residence, where they were met at the door by a female party. The female that Troopers had contacted explained that Gonsalves was not currently at the residence, however she was able to make contact with him by phone at the Trooper's request. Gonsalves returned to the residence by vehicle a short time later, and was immediately detained in handcuffs while Troopers continued to investigate. Once Gonsalves was detained, Troopers observed a jacket laying on the front passenger seat of the vehicle in plain view. This jacket matched the description as provided by the victim, to include the presence of lint and a fur lined hood.
At approximately 9:34 PM, Gonsalves was advised that he was under arrest and was transported to Troop K. Gonsalves was processed on the following charges:
CGS 53a-109; Criminal Trespass 3rd Degree
CGS 53a-182; Disorderly Conduct
CGS 53a-189a(a)(3); Voyeurism
Gonsalves was held on a $10,000 bond and is scheduled to appear at Rockville Superior Court on 11/06/24. Please see the attached criminal information summary.
