On Thursday, 10/31/24 at approximately 1:11 AM, A Trooper assigned to Troop L- Litchfield was conducting proactive speed enforcement from a stationary position on Route 8 in the town of Litchfield. It was at this time that the Trooper observed a vehicle approaching their location on Route 8 northbound at a rate of speed which was clearly higher than the posted speed limit. Utilizing their assigned laser unit, the Trooper clocked the vehicle's speed at 109 mph in a posted 65 mph zone.
Based upon this observation, the Trooper pulled out from their stationary location to catch up with the observed vehicle, which was determined to be a Subaru Impreza sedan. Upon positioning their cruiser behind the observed vehicle, the Trooper further observed the operator failing to maintain their lane. The Trooper activated their emergency lights and siren to initiate a traffic stop, and the operator pulled over to the shoulder of Route 8 northbound in the town of Harwinton.
Once safety stopped in the shoulder, the Trooper made contact with the operator who was positively identified by his CT license as Jack Reynolds (DOB 09/28/2005), of Harwinton. While speaking with Reynolds, the Trooper began to observe clear signs of intoxication. Standardized Field Sobriety Testing was administered, to which Reynolds failed to perform to standard. Reynolds was subsequently arrested without incident, and further investigation on scene revealed that Reynolds was in possession of a large knife with a blade over 7 inches in length within his vehicle. The knife was seized as evidence in this investigation and later secured at Troop L.
Reynolds was transported to Troop L, where he was processed on the following charges:
CGS 29-38; Weapon in a Motor Vehicle
CGS 14-222; Reckless Driving
CGS 14-227g; Illegal Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs Under 21 Years Old
CGS 14-236; Failure to Maintain Proper Lane- Limited Access Highway
Reynolds was later released from custody on a $2,500 bond and is scheduled to appear at Torrington Superior Court on 11/14/24. Please see the attached criminal information summary.
