Hartford Man Arrested After Intentionally Striking State Police Cruisers, Engaging Police in Pursuit

On Tuesday, January 7, 2025, at approximately 10:00 PM, Troopers from Troop C - Tolland were notified by the Willimantic Police Department that a Honda Civic, operated by Julian Ramos (DOB 08/26/2000), a known convicted felon on probation, had engaged them in pursuit. Furthermore, Willimantic Police relayed that this vehicle had fled from numerous traffic stops in the previous weeks.


Troopers subsequently located the suspect vehicle stopped at a gas station on Boston Post Road in the town of Windham. As Troopers converged and attempted to box the vehicle in, the operator maneuvered his vehicle forward and backward, intentionally ramming two occupied State Police cruisers in an attempt to get away. The vehicle then fled the gas station and entered RT 6 west in the town of Mansfield.


The vehicle continued on RT 6 west into Columbia where it suffered a mechanical failure, reducing speeds to less than 40 miles per hour. After Troopers observed the suspect vehicle attempt to intentionally run a civilian car off the road, Troopers made intentional contact with the Civic at low speeds to bring the vehicle to a controlled and forced stop. No other vehicles were struck in the process.


The operator was given verbal commands, and with the help of a State Police K-9, was then taken into custody without further incident and without injury. No Troopers were injured, and three State Police vehicles sustained minor damage during these events.


The accused was transported to Troop C where he was processed and charged with the following violations:


C.G.S. 14-147(a) - Falsify Registration Plate


C.G.S. 14-213b - Operating a Motor Vehicle without Minimum Insurance


C.G.S. 14-222 - Reckless Driving


C.G.S. 14-223(b)** - Engaging Police in Pursuit


C.G.S. 14-227 - Operating a Motor Vehicle Under the Influence of Alcohol and or Drugs


C.G.S. 14-230(a) - Failure to Drive Right


C.G.S. 14-236 - Failure to Maintain Lane


C.G.S. 14-296aa(b1st - Operating a Motor Vehicle while Utilizing a Handheld Device


C.G.S. 14-36(a) - Operating a Motor Vehicle without a License


C.G.S. 53a-117e - Criminal Damage to Property in the First Degree


C.G.S. 53a-49/53a-60(a)(2)* - Criminal Attempt at Assault in the Second Degree


C.G.S. 53a-64 - Reckless Endangerment Second Degree


Ramos was held on a $500,000 bond which he was unable to post, awaiting a court date of 01/08/2025 at Rockville Superior Court.
