On 02/19/2025, at approximately 3:16 PM, Troopers from Troop H - Hartford were notified of a road rage incident that occurred on I-291 west in the area of Exit 4. The victim explained that he was driving west and attempting to let a vehicle merge onto the highway, when a vehicle came from behind him at a high rate of speed and cut directly in front of his vehicle. After cutting in front of him, the victim honked his horn. The driver of the other vehicle then reportedly held his hand out the window and was holding a firearm. The vehicle then drove away, and the reporting party called 911.

Troopers were able to make contact with the victim where the registration for the suspect vehicle was obtained. After speaking with the victim, Troopers identified the suspect vehicle to be a black Chevy Malibu, which was registered to Rashaun Burney (DOB 07/09/2001) of Hartford.

The vehicles information was relayed to other Troopers, and at approximately 4:00 PM, a Troop H Trooper observed the vehicle driving south I-91 in the area of exit 33. A traffic stop was conducted, and Burney was identified as the operator. The victim was able to identify Burney, and a firearm was located inside the vehicle. The firearm, magazine, and ammunition were all seized as evidence in connection to this investigation.

Burney was placed under arrest without incident and transported to Troop H for processing. Burney was charged with the following:
