On Monday, 11/18/24 at approximately 1:26 PM, personnel assigned to Troop H- Hartford observed a vehicle veer off the roadway to the left and crash in the center median along I-91 southbound near exit 23 in Rocky Hill. Immediately following this, Troopers observed a male fleeing the vehicle on foot, running across the highway. A Trooper traveling northbound at the time this incident occurred stopped in the shoulder and detained the male in handcuffs without incident.
The male was positively identified as Terrance Lynn (DOB 10/31/2002), of Hartford. Lynn explained to Troopers that he was the operator of the vehicle that had just crashed on I-91 southbound. Lynn further explained that he lost control of the vehicle while driving and then left the scene on foot after crashing. Lynn also explained that he was not wearing his seatbelt at the time of the accident.
The Pennsylvania registration plate on the vehicle Lynn was operating came back to a Mazda 6, however the vehicle was observed to be a Honda Accord. The Honda was determined to be unregistered and uninsured, and Lynn's license status was found to be under suspension since May 2024. Troopers established probable cause to conduct a search of the vehicle, revealing three (3) live .22 caliber rounds of ammunition, which Lynn was not permitted to possess.
Based upon the facts and circumstances developed in this investigation, Lynn was advised he was under arrest and was transported to Troop H, where he was processed for the following charges:

CGS 14-213b; Illegal Operation of Motor Vehicle Without Minimum Insurance
CGS 14-215; Illegal Operation of a Motor Vehicle Under Suspension
CGS 14-224(b)(3); Evading Responsibility
CGS 14-236; Failure to Maintain Lane- Limited Access Highway
CGS 53a-167a; Interfering with an Officer/Resisting
CGS 53a-217; Criminal Possession of Ammunition
Lynn was held on a $25,000 bond and is scheduled to appear at New Britain Superior Court on 11/19/24. Please see the attached criminal information summary.
