Hartford Man Arrested for OUI, Wrong Way Driving After Striking State Police Cruiser on I-84 in Farmington

On Sunday, February 23, 2025, at approximately 3:21 AM, State Police Troop H Dispatch received a wrong-way detection activation via the DOT wrong-way detection system at the I-84 eastbound, exit 37 off-ramp in Farmington.


Utilizing this system, Troop H Dispatchers confirmed that a dark-colored SUV entered the off-ramp the wrong way and was now traveling westbound in the eastbound lanes of I-84. Troopers responding to the area were able to locate the suspect vehicle, a black Volvo XC90.


As a Trooper attempted to stop the wrong-way driver, who had initially been traveling at slow speeds, the suspect vehicle struck the Trooper's cruiser and continued driving past them at a high rate of speed. The cruiser sustained minor damage, and the Trooper was uninjured as a result of the collision.


Responding Troopers then observed the vehicle exit the highway at exit 32 in Southington, where Troopers were able to successfully stop the suspect vehicle. The driver and sole occupant initially refused to comply with Troopers commands and was quickly escorted out of the vehicle where he was placed under arrest. The driver was identified as Luis Adrian Correa-Cabrera (DOB 04/04/1993) of Hartford. Correa-Cabrera admitted to consuming alcohol prior to driving and was unaware that he had crashed into a State Police cruiser, or that he had travelled the wrong way on the highway.


Further investigation revealed that the vehicle Correa-Cabrera was operating was not registered or insured, and had a registration plate attached that did not belong to that vehicle. Correa-Cabrera was also found to not have a valid license to operate a motor vehicle.


Correa-Cabrera was transported to Troop H for processing where he was charged with the following:

C.G.S. 14-147(c) - Improper Use of Registration


C.G.S. 14-213b - Operating a Motor Vehicle without Minimum Insurance


C.G.S. 14-222 - Reckless Driving


C.G.S. 14-224(b)(3) - Evading Responsibility of a Motor Vehicle Collision


C.G.S. 14-227a - Operating a Motor Vehicle Under the Influence of Alcohol and/or Drugs


C.G.S. 14-237 - Driving the Wrong Way on a Limited Access Highway


C.G.S. 14-238 - Improper Entry to a Highway


C.G.S. 14-36(a) - Operating a Motor Vehicle without a License


C.G.S. 53a-63 - Reckless Endangerment in the First Degree


Correa-Cabrera was held on a $100,000 bond and is scheduled to appear at New Britain Superior Court on 02/24/2025.
