Lebanon Man Arrested for Reckless Driving on Route 2 in Lebanon

On Tuesday, 11/05/2024, at approximately 6:45 PM, a Trooper assigned to Troop K in Colchester was stationed in the median on Route 2 eastbound prior to exit 22 in Lebanon when they observed a gray Hyundai Elantra with Connecticut plates traveling eastbound at a high rate of speed.


Based on this observation, the Trooper moved into the left lane of Route 2 eastbound in an attempt to catch up to the vehicle. While doing so, the Trooper observed the vehicle weaving aggressively through traffic, accelerating to speeds between 120 - 130 MPH in a posted 65 MPH zone.


The Trooper then saw the vehicle exit the highway via the exit 23 off-ramp, entering the town of Bozrah. As the Trooper continued to catch up to the vehicle, they observed the Hyundai make a right turn onto Haughton Road, reaching speeds up to 75 MPH in a posted 30 MPH zone. The vehicle then turned right onto Fitchville Road, maintaining speeds between 60 - 75 MPH in a posted 35 MPH zone.


At this time, the Trooper caught up to the vehicle and activated their emergency lights and siren to initiate a traffic stop. The operator of the Hyundai complied and pulled over on Fitchville Road.


Once safely stopped, the Trooper approached the vehicle and spoke with the driver, who was identified as Kodi James Vining (DOB: 02/11/2004), of Lebanon. During their interaction, Vining admitted to speeding and told the Trooper that he was traveling at 122 MPH.


As a result, Vining was asked to exit the vehicle and was subsequently placed under arrest. Vining was transported to Troop K for processing where he was charged with the following violations:


C.G.S. 14-222; Reckless Driving


C.G.S. 53a-63; Reckless Endangerment 1st Degree


Following arrest processing, Vining was released on a $2,000 bond and is scheduled for arraignment at Norwich Superior Court on 11/21/2024.
