Man Faces Charges Following Organized Retail Theft Investigation in Waterbury

On 09/17/2024, at approximately 1:00 p.m., Detectives assigned to the Connecticut State Police Bureau of Special Investigations (BSI), with assistance from the Waterbury Police Department, executed a search and seizure warrant at a business located at 76 Hill Street, in Waterbury. Prior to applying for the search warrant, investigating Detectives had conducted a months-long investigation after developing information indicating that stolen retail merchandise was being purchased and resold at this location by an unidentified male.

 

As a result of the search warrant being served, Detectives seized previously shoplifted/stolen merchandise from several area retailers, valued at more than $7,000.

 

Loss prevention personnel from these stores were present at the scene and confirmed that the items located by Detectives had in fact been stolen from their respective stores.   

 

A male identified as Ismael De Jesus Payano, DOB 01/09/1983, of Waterbury, was present and subsequently arrested at the scene. Payano was then transported to Troop A in Southbury, where he was processed and charged with the following violations:

 

C.G.S. 53a-124, Larceny 3rd Degree

C.G.S. 53a-142k(c), Organized Retail Theft 

 

Payano was later released on a $50,000 bond pending his scheduled arraignment at Waterbury Superior Court on 10/08/2024.
