Massachusetts Man Arrested After Failing to Pay Train Fare; Found to have Extraditable Warrant from New York

On December 10, 2024, at approximately 8:30 AM, a Trooper assigned to the Troop H Transportation Unit was at the Windsor Train station when CT Rail train #4400 arrived. The Train Conductor alerted the Trooper that there was a male on the train who failed to pay the train fare. The Trooper boarded the train, made contact with the male and told him he had to leave the train.


The male eventually complied with the Trooper's directive and exited the train. Once on the platform, the male refused to present his identification when asked by the Trooper multiple times. The man stated that he did not recognize the Trooper as being a member of law enforcement. The Trooper then attempted to place the male in handcuffs to detain him while initiating an investigation. Throughout this time, the male started raising his voice and becoming hostile with the Trooper and CT Rail employees. The male started to brace and tense as he pulled away from the Trooper. A Windsor Police Officer arrived to assist, and the Trooper and Officer escorted the male to the ground to gain compliance.


Once detained, the male was positively identified as Loic H. Couzinou (DOB 01/22/1990) of Somerville, MA. Couzinou's name and date of birth was queried, and it was discovered that he had an active and extraditable warrant from New York held by the NYPD. This warrant was later confirmed and determined to be for the charge of Assault in the Second degree, a felony punishable by more than one year in state prison.


Based on this information, Couzinou was placed under arrest without further incident. Couzinou was charged with the following:


C.G.S. 53a-125b - Larceny in the Sixth Degree


C.G.S. 53a-167a - Interfering with an Officer


C.G.S. 53a-170 - Fugitive from Justice


Couzinou was held on bond totaling $251,000 which he was unable to post. Couzinou was later transported to Hartford Correctional Center and is scheduled to appear at Hartford Superior Court on 12/11/24. Please see the attached criminal information summaries.
