On Monday, 01/27/25 at approximately 1:49 PM, Godwin Rutihinda (DOB 03/06/81), of Meriden, turned himself into Troop L- Litchfield on the strength of an active arrest warrant. The warrant for Rutihinda's arrest stems from an incident in December 2024 where he was located unconscious at the wheel of a vehicle stopped in a travel lane on Route 8 southbound in Waterbury.
Rutihinda was arrested without incident and processed on the following charges pursuant to the arrest warrant:
CGS 14-227a; Illegal Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs
CGS 14-236; Failure to Maintain Lane- Limited Access Highway
CGS 14-242; Improper Turn/Stop-No Signal
CGS 14-243(a); Unsafe Movement of Stopped, Standing or Parked Vehicle
CGS 14-251(c); Improper Parking
CGS 14-96a(a); Failure to Display Lights
CGS 53a-64; Reckless Endangerment 2nd Degree
