New Haven Man Arrested Following Road Rage Shooting on I-91 South in Windsor

On Tuesday March 25, 2025, at approximately 4:41 PM, Troop H received a call of a road rage incident which led to a shooting on I-91 south, in the area of Exit 35 in Windsor. The victim explained that they were travelling on I-91 south in the HOV lane when a Honda Pilot was tailgating them for a long period of time.
In the area of exit 35, the Honda then reportedly drove up next to the driver's side of the victim's vehicle and threw an object out the window at their vehicle. The Honda Pilot then struck the victim's vehicle on the driver's side in a sideswipe manner collision. The male operator then began shooting out of the passenger side window at the victim. Approximately four rounds were fired with one striking the victim.
The victim sustained a non-life-threatening gunshot wound to the left arm and was later transported to a local hospital for treatment. Troop H Emergency Dispatchers then began to receive further information that the Honda Pilot fled the scene following the shooting, last seen traveling south on I-91.
A Troop H Sergeant was in the area, and immediately observed the vehicle and attempted to initiate a motor vehicle stop. The Honda Pilot failed to stop and engaged the Sergeant in a brief pursuit before exiting the highway at Liebert Road and eventually coming to a stop in a commercial parking lot on Weston Street in Hartford. A felony stop was conducted, and two suspects were detained without further incident. The operator and suspected shooter was placed under arrest and identified as Amir Wali (DOB 05/06/2001) of New Haven. It was learned that Wali had a suspended operator's license and did not have a permit to carry a firearm in the State of Connecticut.
The Central District Major Crimes Squad responded to the scene and assumed the shooting investigation. I-91 south was closed for approximately three hours for the investigation. After conferring with the Hartford State's Attorney's Office, the second individual was released from custody with no charges brought against them at this time.
Wali was transported to Troop H for processing where he was charged with the following:

C.G.S. 53a-217 - Criminal Possession of a Firearm
C.G.S. 29-38 - Possession of a Weapon in a Motor Vehicle
C.G.S. 29-35(a)(1) - Carrying a Pistol without a Permit
C.G.S. 53a-63 - Reckless Endangerment
C.G.S. 14-222: - Reckless Driving
C.G.S. 14-223(a) - Disobeying the Signal of an Officer
C.G.S. 14-224(b) - Evading Responsibility of a Motor Vehicle Accident
C.G.S. 14-215 - Operating a Motor Vehicle with a Suspended License
C.G.S. 14-146 - Throwing Object(s) at a Motor Vehicle
Wali was issued a $250,000 bond which he was unable to post and is scheduled to appear in Hartford Superior Court on 03/26/2025.
