On Tuesday, 11/12/24 at approximately 10:20 AM, a Trooper assigned to Troop H- Hartford was conducting proactive speed enforcement on I-91 northbound prior to exit 23 in Rocky Hill. It was at this time that the Trooper observed a black Subaru sedan approaching their stationary location at an extremely high rate of speed, which was clearly higher than the flow of traffic. Utilizing their assigned laser unit, the Trooper subsequently clocked the vehicle's speed at 114 mph in a clearly posted 65 mph zone.
Based upon this observation, the Trooper pulled out from their stationary location and began to catch up to the observed vehicle to initiate a traffic stop. Once positioned behind the Subaru, the Trooper activated their emergency lights and siren to initiate a traffic stop. The operator subsequently complied and pulled into the right shoulder just before exit 23.
Once safely stopped in the shoulder, the Trooper made contact with the operator, who was positively identified as Hugo Alvarez (DOB 05/18/2002), of New Hampshire. Further investigation on scene led to the discovery that Alvarez did not possess a valid driver's license.
Alvarez was subsequently arrested without incident and transported to Troop H, where he was processed on the following charges:
CGS 14-222; Reckless Driving
CGS 14-36(a); Operating a Motor Vehicle Without a License
Alvarez was later released from custody on a $2,500 bond and is scheduled to appear at New Britain Superior Court on 12/02/24. Please see the attached criminal information summary.
