On 03/13/2025, at approximately 3:06 PM, Troopers from Troop E - Montville observed a black Subaru Legacy, traveling eastbound on Route 2 in Bozrah. The Trooper observed that the vehicle did not have a front license plate and was failing to maintain its lane. An inquiry of the vehicle revealed the registered owner to be Electra Chiulli (DOB 10/11/1991) of Old Saybrook. While following the vehicle, the Trooper was able to visually identify the operator as the registered owner, Electra Chiulli.
The vehicle was also the subject of a previous "Be on the Lookout," (BOLO) dispatched by Troop F - Westbrook approximately one week prior for engaging Old Saybrook Police in a pursuit. Troop E Dispatchers confirmed Chiulli had an active warrant for her arrest stemming from this previous incident.
The Trooper followed the vehicle until it stopped at a gas station on Route 97 in Norwich. Based on the known history of the operator engaging police in pursuit, a box-in technique was attempted to prevent the operator from leaving the scene.
Troopers began speaking with Chiulli, who refused to exit the vehicle. Based on the operator having a valid arrest warrant, a rear window was breached in an attempt to escort her out of the vehicle. At this point, Chiulli shifted the vehicle into reverse and revved the engine before accelerating forward into a State Police cruiser, colliding with the driver's side. Chiulli then accelerated backward and collided with a fuel pump in the gas station. She accelerated forward again, ramming a second State Police cruiser, forcing her way past the vehicles and exiting the gas station parking lot. No injuries were sustained to any State Police personnel or members of the public.
Chiulli drove away at a high rate of speed and proceeded onto I-395 North, failing to stop for Troopers' lights and sirens, and leaving the highway at exit 19. Chiulli continued on Route 169 and struck a guardrail while attempting to turn left onto Strnad Road in Lisbon. Chiulli then fled on foot from the scene of the accident.
Witnesses nearby stated they observed that Chiulli fled on foot behind a residence on Strnad Road. A perimeter was established in the area of the accident and, with assistance from a Montville Police K9 team, Chiulli was located under a deck of a residence on Strnad Road. Chiulli was placed under arrest without further incident. In the immediate vicinity of where Chiulli was located, numerous bundles of suspected narcotics and narcotic paraphernalia were also found.
Chiulli was transported to a local hospital for treatment and remains in the custody of the State Police. Chiulli has been charged with the following:

C.G.S. 21a-267 - Possession of Drug Paraphernalia
C.G.S. 21a-279 - Possession of a Controlled Substance
C.G.S. 53a-49 / C.G.S. 53a-167c - Criminal Attempt at Assault on a Public Safety Officer
C.G.S. 53a-63 - Reckless Endangerment in the First Degree
C.G.S. 53a-115 - Criminal Mischief in the First Degree (3 counts)
C.G.S. 53a-167a - Interfering with an Officer (2 counts)
Chiulli was issued a $500,000 bond which she was unable to post and is awaiting arraignment at Norwich Superior Court on 03/14/2025.
