South Windsor Man Arrested Following Disturbance in Bolton

On Tuesday, 11/05/24 at approximately 9:07 PM, personnel from Troop K- Colchester were dispatched to a residence in Bolton for a reported domestic disturbance. One of the victims had met Troopers outside of the residence upon their arrival and reported that the accused was intoxicated and had assaulted them and another family member in the home.


Victim #1 reported that they managed to escape from the residence and hid in the woods until Troopers arrived on scene. Victim #1 reported that the accused, later identified as Ryan Tomel (DOB 05/28/89) had returned to the residence earlier in the evening while intoxicated. Victim #1 reported that Tomel often loses control when drinking, and that when he came into the residence, he began closed-fist striking them in the head and upper body, as well as kicking their lower body area. Victim #1 reported that they fell behind a couch in attempts to escape this assault, at which time Tomel placed them in a headlock, restricting their ability to breathe. Following this, Victim #1 reported that Tomel had verbally threatened to shoot them and Victim #2 within the home, before Tomel turned his attention to Victim #2, who is elderly.


Victim #1 reported to Troopers that Tomel began closed-fist striking Victim #2 and later used a cane to strike Victim #2, which caused the cane to bend. Victim #1 also disclosed to Troopers that there was an active protective order in place between them and Tomel, in which Victim #1 is the protected party. The existence of said protective order was later verified through Troop K dispatch.


Based upon the totality of circumstances, including the likelihood of Tomel being armed, Troopers assumed tactical positions outside of the residence and gave verbal commands for Tomel to exit the residence. Tomel initially complied and came outside, however refused to cooperate with further commands from Troopers. Clear verbal commands were given to Tomel that he would be tased if he refused to cooperate. A Taser deployment was attempted, which was unsuccessful. Tomel retreated back into the residence at this time, however re-emerged a short time later. Tomel was given further commands, refused to comply and a Taser was deployed a second time. This deployment was effective, and Tomel was arrested without further incident. Tomel was transported to an area hospital for treatment following the Taser deployment.


Troopers later met with Victim #2 within the residence and observed fresh marks to Victim #2's face, which was consistent with the explanation as provided by Victim #1. Both Victim #1 and Victim #2 declined medical treatment. Upon discharge from medical care, Tomel was transported to Troop K where he was processed for the following charges:

CGS 53a-61; Assault 3rd Degree


CGS 53a-61a; Assault 3rd Degree- Elderly Victim


CGS 53a-62(a(1; Threatening 2nd Degree


CGS 53a-64cc; Strangulation/Suffocation 3rd Degree


CGS 53a-96; Unlawful Restraint 2nd Degree


Tomel was held on a $200,000 bond and is scheduled to appear at Rockville Superior Court on 11/06/24. Please see the attached criminal information summary.
