Trooper Identifies Highway Pedestrian in Windsor Locks as Arson Fugitive from West Coast

On 08/27/2024, at approximately 11:09 a.m., a Trooper assigned to Troop H in Hartford observed a male walking along the shoulder of Route 20 eastbound in Windsor Locks, which is a limited access highway. In the interest of safety, the Trooper made contact with the male pedestrian, who was later positively identified as Robert Parmalee, DOB 01/04/1984, of Ritzville, Washington.


During the course of the investigation, it was learned that Parmelee was the subject of an active arrest warrant, held by the Josephine County Sheriff's Office, in Grants Pass, Oregon, in connection with a felony charge of Arson in the First Degree. Additionally, it was learned that this arrest warrant was approved for nationwide extradition. Based upon this information, Parmalee was taken into custody and transported to Troop H in Hartford, where he was processed and charged with the following:

 

Connecticut General Statute 54-170, Fugitive from Justice Without a Warrant

 

Parmelee was held on a $500,000 bond and transferred to the custody of the Hartford Correctional Center, pending his scheduled arraignment at Hartford Superior Court, on 08/28/2024.
