Vehicle Strikes Construction Worker on I-95 in Stonington, Operator Arrested in Rhode Island

NOTE: This investigation is ongoing and an arrest warrant has been submitted to the court


On 09/10/2024, at approximately 6:32 PM, Troopers assigned to Troop E in Montville responded to I-95 Northbound in the area of Exit 91-92 in the town of Stonington for reports of a construction worker struck by a vehicle in a restricted construction zone. Responding Troopers learned that the operator of the vehicle, determined to be a GMC Sierra, had been observed driving in the left lane, which had been shut down for the construction project, when it struck a construction worker from behind causing minor injuries. Prior to Troopers arrival, the GMC Sierra drove away from the scene.


Witnesses reported that the GMC Sierra continued traveling Northbound on I-95 and Connecticut Troopers caught up to the vehicle in the area of the Rhode Island State line. Troop E dispatch personnel provided Rhode Island State Police with the updated location of the evading vehicle and Rhode Island State Troopers responded to assist Connecticut Troopers, who had successfully stopped the GMC.


Rhode Island State Police conducted a separate on-scene investigation and the operator of the GMC, positively identified as Julio Leodan Macancela, DOB 03/04/1978, of Danbury, was subsequently arrested for driving while under the influence and taken into custody by Rhode Island State Police.


Investigators have completed an arrest warrant application for Macanela's involvement in the collision in Connecticut, which has been submitted it to the court for review.
