On February 9, 2025, at approximately 11:02 AM, Troopers from Troop C - Tolland were dispatched to the I-84 east, exit 68 off ramp in the Town of Tolland for the report of a male party unconscious behind the wheel of his vehicle.
The reporting party advised emergency dispatchers that a silver Jetta was stopped in the right turn only lane with a green light for several minutes. Once on scene, Troopers located the Jetta, which was stopped at the green light at the intersection with RT 195.
Troopers attempted to make contact with the operator who was unresponsive behind the wheel of the running vehicle. The Trooper was able to awake the operator and identified him as Michael Tobin (DOB 03/01/1958) of Vernon. Once awake a white powdery substance was observed around his nostril, and Troopers suspected him to be under the influence of alcohol and/or drugs.
The vehicle was turned off and the keys were removed from the ignition. Shortly after awaking, Tobin attempted to shift the vehicle into drive and pressed the gas in an attempt to flee, however the vehicle had already been turned off. Based on all information, Tobin was requested to perform the Standardized Field Sobriety Tests, which he was unable to perform.
It was the determined that Tobin was operating under the influence and was subsequently arrested and transported to Troop C for processing. A search of Tobin's person revealed five bags of suspected narcotics.
Tobin was charged with the following:
C.G.S 14-227a - Operating a Motor Vehicle Under the Influence of Alcohol and/or drugs
C.G.S. 14-299 - Violation of Traffic Control Signals
C.G.S. 21a-279(a)(1) - Possession of Controlled Substance
C.G.S. 53a-167a - Interfering with an Officer
Tobin was issued a $5,000 bond which he was unable to post. Tobin was later transported to Hartford Correctional Center awaiting a court date of 2/10/2025 at Rockville Superior Court.
