On Thursday, 02/13/25 at approximately 2:00 AM, personnel from Troop D- Danielson were dispatched to I-395 southbound at the exit 53 off ramp for a single vehicle accident which had reportedly struck a guardrail and spun out. As Troopers were responding, it was learned that this vehicle had previously failed to stop for the Webster, MA Police Department in the town of Webster when signaled to do so and that two Webster PD units were on scene.
Upon arrival on scene, Troopers spoke with Webster, MA Police who advised that they observed the vehicle operating recklessly in a parking lot in their town. Webster Police advised that once they attempted contact with the operator, the vehicle took off at a high rate of speed and was last seen heading south on I-395 towards Connecticut.
Troopers observed approximately 100 feet of wire rope guardrail damaged as a result of this accident. Troopers made contact with the operator, who was positively identified as Victor Lagutowski (DOB 06/24/2004), of Webster, MA. Lagutowski was not injured as a result of the accident. While speaking with Lagutowski, Troopers began to observe clear signs of impairment, to include the distinct odor of an alcoholic beverage emanating from his person and slurred speed. Based upon the accident and these observations, Troopers requested Lagutowski submit to Standardized Field Sobriety Testing. Lagutowski agreed to submit to testing and subsequently failed. Further investigation on scene determined that Lagutowski did not have a valid license to operate a motor vehicle.
Lagutowski was arrested without incident and transported to Troop D, where he was processed on the following charges:
CGS 14-227a; Illegal Operation of a Motor Vehicle Under the Influence of Alcohol/Drugs
CGS 14-236; Failure to Maintain Proper Lane- Limited Access Highway
CGS 14-36(a); Operating a Motor Vehicle Without a License
Lagutowski was later released from custody on a $1,000 bond and is scheduled to appear at Danielson Superior Court on 03/04/25. Please see the attached criminal information summary.
