West Haven Man Arrested for Road Rage Incident on I-95 in Branford

On 10/10/2024 at approximately 9:08 PM, Troopers assigned to Troop G- Bridgeport responded to I-95 Northbound in the area of exit 53 in Branford for a reported road rage incident.


Upon Troopers' arrival, they met with the complainant in a nearby area off the highway to gather information about the reported incident. The complainant explained that while traveling in the left lane of I-95 Northbound crossing the Q Bridge in New Haven, a blue Chevrolet Cruze displaying a Connecticut registration plate began flashing its high beams from behind. The complainant noted that the driver of the Chevy then merged onto the left shoulder and drove alongside them. In response, the complainant moved into the center lane, prompting the Chevy to merge into the left lane. It was at this point that the complainant reported the driver of the Chevy displayed a black handgun and pointed it in their direction. The driver then unsafely cut in front of the complainant's vehicle and abruptly slammed on their brakes. Reacting quickly, the complainant applied their brakes and moved into the right lane. The complainant indicated that the Chevy got caught in traffic, and they attempted to speed up to distance themselves from the driver. Despite this effort, the driver of the Chevy caught up to their vehicle, again drove alongside them and brandished the firearm once more. The Chevy then weaved in and out of traffic before speeding away. The complainant provided the Trooper with a detailed description of the driver and the Chevy's registration plate.


Shortly thereafter, a Trooper spotted the described Chevrolet Cruze traveling southbound on I-95, exiting the highway via the exit 43 off-ramp in West Haven. The Trooper activated their emergency lights and siren to initiate a traffic stop on this vehicle, and the driver complied by pulled over to the right shoulder on Ruden Street. The Trooper directed the driver out of the vehicle and subsequently detained him in handcuffs. While trying to identify the driver, Troopers discovered a CT Adult Learner's Permit with a different individual's name. A DMV query of the permit number confirmed it belonged to someone entirely different. The Trooper eventually identified the operator as Dylan Rolando Pineda Franco (DOB: 03/13/1995) of West Haven. The investigating Trooper asked Franco if he had any weapons in his possession, to which Franco replied that he had a BB gun in the vehicle. When asked, Franco denied pointing the BB gun at another motorist, but admitted to traveling on I-95 in Branford earlier.


As a result of the above investigation, Franco was ultimately arrested and transported to Troop G for processing where he was charged with the following violations:


C.G.S. 14-222; Reckless Driving


C.G.S. 53-206; Carrying a Dangerous Weapon


C.G.S. 53a-62(a(1; Threatening 2nd Degree- Physical Threat


C.G.S. 53a-130; Criminal Impersonation


C.G.S. 53a-139; Forgery 2nd Degree


C.G.S. 53a-181*; Breach of Peace


Following arrest processing, Franco was released on a $20,000 cash/surety bond and is scheduled for arraignment at New Haven Superior Court on 10/21/2024.
