On October 27, 2024, Troopers from Troop K - Colchester responded to the area of 335 North Windham Road in the Town of Windham for a two-car motor vehicle accident. Following an on-scene investigation, Troopers determined that Jovan Williams (DOB 08/10/1988) was operating the at fault vehicle and had attempted to pass a vehicle in a marked no passing zone.
While speaking with Williams on scene, Troopers could smell a strong odor of an alcoholic beverage emanating from his person. Furthermore, Troopers located an empty beer can inside the vehicle that Williams was operating. It was then learned that the vehicle Willaims was driving did not have insurance, and Williams did not have a valid license to drive. Due to injuries sustained in the collision, Williams was transported from the scene to a local hospital for treatment of minor injuries.
Based on the Troopers belief that Willaims was under the influence of alcohol and/or drugs at the time of the collision, a search and seizure warrant was drafted for Willaims' medical records from his treatment at the hospital. The warrant was later approved by Danielson Superior Court.
After reviewing Willaims' medical records, Troopers learned that his blood draw had an elevated alcohol content. Utilizing the State of Connecticut Emergency Services and Public Protection Division of Scientific Services Forensic Laboratory, Willaims' blood alcohol content was found to be nearly twice the legal limit. An arrest warrant application for Willaims was then drafted and sent to Danielson Superior Court, which was later approved.
On 01/23/2025, Troopers located Williams and took him into custody without incident. Williams was charged with the following:
C.G.S. 14-213b - Operation of a Motor Vehicle Without Minimum Insurance
C.G.S. 14-222 - Reckless Driving
C.G.S. 14-227a - Operating a Motor Vehicle Under the Influence of Alcohol and/or Drugs
C.G.S. 14-232(a)(1) - Improper Passing
C.G.S. 14-234 - Passing in a No Passing Zone
C.G.S. 14-36(a) - Operating a Motor Vehicle Without a License
C.G.S. 53a-61 - Assault in the Third Degree
C.G.S. 53a-63 - Reckless Endangerment in the First Degree
Williams was later released on a court set $75,000 bond, awaiting a court date of 02/05/2025 at Danielson Superior Court.
