On January 2, 2025, at approximately 8:38 AM, Troopers from Troop H - Hartford were conducting traffic enforcement for a DOT fatal reduction grant. A Trooper was positioned on I-91 South near Exit 37 in the Town of Windsor when they observed a vehicle traveling 92 mph in a posted 65 mph zone.
After observing the vehicle, the Trooper attempted to conduct a traffic stop in the area of exit 34. Upon activation of emergency lights and siren, the operator failed to stop and began using all lanes of travel in an attempt to elude the Trooper. In the interest of public safety, and after obtaining the vehicles registration information, the pursuit was terminated. It was then learned that the vehicles registration expired in August 2024.
Shortly after, the vehicle slowed its speed in traffic in the area of exit 32, heading towards I-84 west. The Trooper activated their emergency lights and siren when the operator failed to comply and continued onto I-84 west. The operator then began to accelerate and failed to stop. Again, the pursuit was terminated in the interest of public safety,
Through investigative efforts, Troopers spoke to the registered owner, who identified the operator as Joshua Edwards (DOB 04/24/98) of Windsor Locks. Troopers obtained a phone number for Edwards who later arrived at Troop H and admitted to operating the vehicle at the time of the incident.
Edwards was placed under arrest without incident and charged with the following
C.G.S 14-223(b)** - Engaging Police in a Pursuit
C.G.S. 14-222 - Reckless Driving
C.G.S. 14-12(a)* - Operating an Unregistered Motor Vehicle
Edwards was released on a $20,000 bond awaiting a court date of 01/16/2026 at Hartford Superior Court.
