Windsor Locks Man Arrested for Reckless Driving; Interfering on I-91 in Windsor

On Tuesday, 11/05/24 at approximately 9:40 AM, Troopers assigned to aggressive driving enforcement with the Traffic Services Unit were conducting proactive speed enforcement on I-91 northbound and southbound in the area of Hartford and Windsor. A Trooper clocked two vehicles on I-91 southbound in the area of exit 38 at 90 & 92 mph, respectively. The Trooper activated their emergency lights and siren in efforts to stop both vehicles simultaneously, however the lead vehicle failed to comply with the Trooper's signal to stop and continued traveling southbound.

The Trooper had observed that the operator had drastically reduced their speed, now traveling at approximately 40-50 mph in the center lane. The Trooper radioed ahead to another Trooper stationed just south of their location, at which point the second Trooper successfully stopped this operator. Immediately upon coming to a complete stop, the operator exited his vehicle and began to approach the Trooper's cruiser in an agitated state. The Trooper requested backup and ordered the operator to return to his vehicle, to which the operator refused to comply. Given the safety hazard the operator was presenting along the shoulder of a major interstate, the Trooper attempted to detain the operator in handcuffs. The operator actively resisted the Trooper at this time and continued to resist even upon the arrival of a backup unit. Prior to arrival of the backup unit, a passerby had contacted Troop H via 911 to ensure backup was responding to assist this Trooper. The operator was given clear verbal commands to place his hands behind his back and refused to do so.

During this altercation, the operator continued to gain access to the pockets of his jacket, which had not yet been searched. The operator was given additional verbal commands that he would be tased if he continued to resist. The operator was subsequently tased, at which point he was placed in handcuffs without further incident. The operator, who was positively identified as Myles Edwards (DOB 06/12/2000), of Windsor, was then evaluated by EMS personnel on scene following the Taser deployment.

Upon release from medical treatment, Edwards was transported to Troop H- Hartford, where he was processed for the following charges:

CGS 14-222*; Reckless Driving

CGS 14-223(a); Disobeying Signal of an Officer

CGS 53a-167a; Interfering with an Officer/Resisting

Edwards was held on a $10,000 bond and is scheduled to appear at Hartford Superior Court on 12/03/24. Please see the attached criminal information summary.
