Windsor Man Arrested After Eluding Troopers for Reckless Driving on I-91 in Hartford

On Friday, December 13, 2024, at approximately 2:15 AM, a Trooper from Troop H in Hartford was conducting motor vehicle enforcement on I-91 northbound in the area of exit 25 in Wethersfield as part of the Fatal Accident Mitigation Initiative when they observed a vehicle traveling behind them at a high rate of speed. The vehicle proceeded to pass the Trooper, traveling in excess of 100 MPH. The Trooper caught up to the vehicle, determined to be a Silver Toyota Camry displaying Connecticut registration plates, and clocked the vehicle's speed at 101 MPH in a posted 55 MPH zone.


Based on this observation, the Trooper activated their emergency lights and siren to initiate a traffic stop. In response, the driver of the Toyota failed to stop and continued traveling northbound. In the interest of public safety, the Trooper deactivated their emergency lights and siren and terminated efforts to pursue the vehicle. From a distance, the Trooper observed the vehicle exit the highway via the exit 29 off-ramp, heading towards the Charter Oak Bridge.


After obtaining the vehicle's registration details, the Trooper proceeded to the registered owner's address in an attempt to locate the driver. Upon arrival, the Trooper spoke with an immediate family member who informed them that the registered owner no longer resided there and provided an updated address in East Hartford. The Trooper then traveled to the new address and found the Toyota parked near the residence. While speaking with the registered owner, an adult male approached the door and admitted to driving the vehicle. The male, identified as Javier Enrique Guadalupe (DOB: 04/23/1993) of Windsor, explained that he did not stop because he had never been pulled over before and was frightened by the tractor trailers on the highway. Further investigation revealed that Guadalupe's driver's license was suspended.


Guadalupe was ultimately arrested and transported to Troop H for processing where he was charged with the following violations:


C.G.S. 14-215 - Illegal Operation of a Motor Vehicle while Under Suspension

C.G.S. 14-219(c)(1) - Speeding


C.G.S. 14-222 - Reckless Driving


C.G.S. 14-223(a) - Disobeying Signal of an Officer


Following arrest processing, Guadalupe was released on a $10,000 cash/surety bond and is scheduled for arraignment at New Britain Superior Court on 12/27/2024. Please see the attached criminal information summary.
